PUBLIC NOTICE OF FAIR & OPEN CONTRACTING

 

 

 

The Borough of Ringwood regularly solicits statements of qualifications for applicants for appointment to the professional positions and professional service contracts in excess of $17,500 pursuant to fair and open contracting criteria in accordance with N.J.S.A. 19:44A-20.4 et seq.     Solicitations will appear periodically on this web site as the need for such services arises.  Please scroll down to Section “IV” for current/pending solicitations.  Responses should address the general criteria, mandatory minimum criteria, and specifications for the position sought. Responses to solicitations must be submitted to the appropriate individual or entity no later than the date and time set forth within a particular solicitation.  Responses will be reviewed by the manager and governing body of the Borough of Ringwood, as provided by law.  All appointments or awards, and the identity of those submitting proposals, will be announced at an open public meeting when the governing body makes the appointment or award.  Unless otherwise noted, appointments shall be for a one-year period and shall be subject to the execution of an appropriate contract.

 

I.                   GENERAL PROPOSAL REQUIREMENTS

 

1.                  The request for qualifications is to be formatted as follows to assure consistency:

 

Section A.    The person or entity making the proposal (referred to herein as the “professional”) shall detail the Scope of Services being offered to the Borough.  This proposed Scope of Services should, at a minimum, include a discussion of the willingness of that professional to comply with the general qualifications and specific proposal requirements listed for the position being sought.

 

Section B.    A statement of the qualifications & experience of the professional making the proposal, including a discussion of any specific knowledge and experience relevant to providing the scope of services proposed to public entities in general and to the Borough of Ringwood.

 

Section C.    Resume & Qualifications of the professional’s key personnel.

 

Section D.    Client/Reference List.

 

Section E.    Conflict of Interest(s):  This section should disclose any potential conflicts of interest that the firm may have in performing these services for the Borough of Ringwood.

 

Section F.    Submit a cost proposal which should include any proposed retainer; services to be provided for the retainer; an hourly rate, if applicable; if services will be provided on a flat rate; if all or any services will be billed through hourly rates and what are the established rates.

 

Section G.    Miscellaneous/Other information (This section is for any further pertinent data and information not included elsewhere in the RFQ and found necessary by the proposer).

 

2.                  The Borough of Ringwood will not be responsible for any expenses incurred by any firm in preparing or submitting a proposal.  All proposals shall provide a straightforward, concise delineation of the firm’s capabilities to satisfy the requirements of this Request for Qualifications.  Emphasis should be on completeness and clarity of content.

 

     3.          The contents of the proposal submitted by the successful firm(s) and 

                               this Request for Qualifications may become part of the contract for

                   these services.  The successful firm(s) will be expected to execute said

                               contract.

 

                 4.           Proposals shall be signed in ink by the individual or authorized principal

                               of the responding party.  Proposals submitted shall be valid for a

                               minimum of 60 days from the date of opening.

 

5.                      The Borough of Ringwood reserves the right to reject any and all

proposals received by reason of this Request for Qualifications, or to

negotiate separately in any manner necessary to serve the best interests

of the Borough.  Firms whose proposals are not accepted will be notified in writing.

 

6.                      The Borough of Ringwood shall not be bound to hire the professional for the entire scope of services proposed and shall have the option of selecting the services to be provided by the professional from the scope of those services offered and to hire one or more firms to provide those services.

 

7.                      The Borough of Ringwood shall also have the right to negotiate with the qualified professionals or professionals to reduce the price or fee of the services being offered.

 

8.                      Any selected firm is prohibited from assigning, transferring, conveying,

subletting or otherwise disposing of any agreement or its rights, title, or interest therein or its power to execute such agreement to any other person, company or corporation without the prior written consent of the Borough.

 

 

 

 

9.                      The selected firm(s) shall be required to comply with the requirements of P.L. 1975, c.127 (see affirmative action language; Form AA-302) and submit an employee information report or certificate of employee information report approval.  This requirement will be addressed upon execution of the Agreement.

 

10.                  The selected firm(s) shall be required to provide a Business Registration

Form(s), if applicable.

 

11.                  The selected firm(s) may be required to provide Proof of Insurance.

 

12.                  Limitation.  The RFQ is not intended to be an offer, order, or contract

and should not be regarded as such.  No obligation or liability is imposed on the Borough of Ringwood by issuance of this RFQ.  The Borough reserves the right at the Borough’s sole discretion to refuse any proposal submitted.

 

13.                  The term of any agreement awarded hereunder shall be (1) year, but may, however, be terminated or extended by the Borough as circumstances dictate according to law.

 

 

II.                EVALUATION OF PROPOSALS

 

The proposals will be independently evaluated on the basis of the criteria listed below:

 

             Compliance with the general and specific requirements set out for the

             position including personal and professional qualifications.

 

             The completeness and clarity with which the proposal covers the scope

             of services being requested.

 

             The proven record of experience, including referrals, in providing the

                                type of services requested with emphasis on any specific knowledge                                                                                                                                                                         

                                and experience relevant to the Borough of Ringwood requesting the                    

                                professional services.

 

       The ability to provide services in a timely manner.

 

       The proposed cost or fee structure for the proposed services.
